Optiplex 755 SFF Literally Stuck Booting

Ok, this is a extremely weird issue with my Optiplex 755 SFF PC. This morning I went to go take care of it's thermal paste and then booted, but then:

 

It automatically turns on, whirs REALLY loud, stops whirring loud, and then it stays like that with no signal.

 

I have no idea what's going on. Power supply coincidence? Stripped cable that I haven't found? I dunno. Help would be appreciated greatly.

Try clear your CMOS. Unplug the power, take the unit apart, remove the coin battery, press the power button for 5 seconds, then put back the battery, put on the case, plug the power, then switch on.

 

Your dell may boot up (but empty screen) then shut down by itself, then power on by itself.
