Both of those are 175-185W ish GPUs, so the system should pull about 250W during a gaming load.
The Straight Power 11 550W seems to be the quietest among the similarly priced PSUs that don't rely on a semi passive mode. 135mm fan at approx 350-490RPM (realistically a bit lower, due to lower ambient temperatures). I couldn't find reviews of the 450W, but it should be about as quiet at the same loads.
Some cheaper options would be the Formula 450/550W (both 120mm 540RPM, non modular), or the Whisper M 450W (135mm 470RPM, fully modular). The fan RPM for those will not be any lower, as that is their minimum RPM (the SW3 is capable of spinning amazingly slowly).
The Whisper M 650W is technically an option, but it's not very quiet above ~500W. At low loads, it's as quiet as the 450W.
With the Whisper M, it uses the Corsair Type 4 pinout, meaning you can use any custom cables made for e.g. the Corsair RMx. It can be harder to find custom cables for the Straight Power 11.
Numbers from Cybenetics, you can verify for yourself. I used the numbers from the load table, but you can also find noise graphs at under 32°C ambient (though I do not particularly like these).
