3700X underclock with Ryzen Balanced Plan

I've got a 3700X and a Gigabyte Aorus Master motherboard. When I had an Intel Cpu it would automatically underclock well below it's core speed when you are not doing much, but with Ryzen I find that it does not drop below 3.6Ghz and often will idle between 3.6Ghz - 4Ghz. Is there a way I can get it to drop below the core speed when I'm not doing much? I have set the Minimum Cpu to 5% but it does not seem to make a difference.

With Ryzen balanced plan it should drop down.

 

How are u viewing core activity to see whats happening?  The best way is Ryzen Master.

Only Ryzen Master can accurately track idle clocks, temps and voltage. Other applications only report the last load status

Ok I was just using the system information to see the stats, but I'll check Ryzen Master to see what it says.

Have you also installed the latest chipset drivers? If not then I would recommend you do so directly from AMD's website.

I checked Ryzen Master and there is indeed a massive difference in speed reports. Sometimes in Ryzen Master it would be 800Mhz and in Windows would be showing 3.7-4Ghz. That's a huge difference.
