FX-6300 RPM 4000+ IDLE

I have a AMD FX-6300 with its stock coolor, non overclocked and it is running 4000+ RPM Idle.

The thermal paste is brand new as well so i dont know whats wrong

 

cpu temp is at max 38.

Motherboard is a gigabyte 78lmt-usb3

What are you using to read temps and fan speeds?

Where is the fan header plugged?
