2080ti Strange power graph?

So I've been overclocking this Asus Rog Strix 2080ti, I seem to have hit the frequency that everyone else seems to be maxing stable at, and my frequency and memory is running at a ver steady flow on benchmarks. For some reason though, my power seems to be all over the place. Should I try and push more horse power or just leave it?

 

This was during a session of Heaven.

The power target goes up and down with demand. 

I don't use GPU Tweak so here is what it looks like in MSI Afterburner.

 

The drops in power are the transitions in the bench.

Yea I just found ti strange because most of the 2080ti benchmarks I've seen online were pretty much hitting the power ceiling the full ride.
