Not really, you're out of luck mate.

You can get a clean windows install and have as little as possible stuff running on background but there's no miracle.

I’ve been using Linux Mint on my laptop with a Celeron 900 (single core) and 4gb of ram. It’s actually fast and can play a YouTube video without crashing like it did while on windows 10. Could be a solid idea for you too @youself

I think you're SOL, OP. I used to have similar specs a couple years ago and it was just not possible to get it to a respectable gaming or video editing performance. Normal stuff should run okay though.

Software isn't magic pixie dust. You can't download a faster CPU or GPU.

LMAO nice post 5x5 ,,,,,,,,, Back in the hay day of computing they used to have these BS and gimmicky software to optimize your PC.  These software only supposedly make your OS faster, but its pure BS.  Plus these kind of apps can really fak up your OS and botch it.  Big time pointless sorta like the smart phone apps that says it optimizes your battery and what not.. it is all BS my friend.

Yes, there is that kind of software built in. It's called "add/remove programs". And of course "settings".

Uninstall all av software, disable defender, disable any kind of realtime protection, all animations, transparency, all programs that run at startup and can slow down your computer etc. Your computer will be faster. Not safer of course, but noticeable faster.

You'll still be able to use it for a lot of things if you get a lightweight distro, or even modern distro with a lightweight desktop environment would work too. I'd suggest dropping any idea of having Windows, though you could potentially slim it down by cutting out a good portion of features, it's a heavy compromise. Modern tech and workloads that are easy for PCs and laptops now will be terrible on that machine no matter how you cut it, even things like watching YT might kick it's butt. The world has moved on, if you have no ability to get a new PC, you'll have to ride it out like that.
