depending on the temperature you're targeting, you might be fine with an Hyper 212 Evo or a be quiet pure rock slim

Please stop recommending 212 Evo. Just 212 line-up has better options. And there are (have been for several years) many cheaper and better options.

do you know what the temperature?

and there is any cheaper cooler?

Under 75C. Turbo is something Intels stock cooler can do. That $9 for a cooler. So anything posted here can do it and under 75C (which is target temp for Intel). Cheapest I would personally pick https://pcpartpicker.com/product/hJFPxr/deepcool-cpu-cooler-gammaxx400

Can back up the Gammaxx 400, I've ran them on a good few of my X58 rigs and those CPUs put out a lot of heat when heavily OCed (especially the 45nm chips like my i7 950), a stock 9700K would be fine on one.

I don't think a cooler that can't even keep a Pentium under 80 degrees can do that with a more than 200w i7

Voltages are a thing. If Intel would make proper chipsets, there wouldn't be any temp questions. The fact remains that 75C is Intel target for load.

Where are you shopping / located?

What case and ram are you using? What are ambient temps?
