Why buy a K chip if you don’t want to OC?

It's 200 mhz, and you're going to spend much more for the cpu without counting the extra expense needed for a cooler capable of running a 9700k (the 9700 will obviously be a bit cooler)

Wisconsin but its doesnt realy matter just need the model. the cooler you send is enough for 9700k 4.9ghz?

Even with Intel's terrible tdp ratings, the 9700k is rated for 95 watts while the 9700 is rated at 65w. It might be because of the lower base speed (which doesn't matter in gaming) but should be generally a bit cooler. And what's your budget for a cooler?

If you won't OC the i7 9700 and i9 9900 represent better value for the money.

depending on the temperature you're targeting, you might be fine with an Hyper 212 Evo or a be quiet pure rock slim

It's up to you, I wouldn't really buy the 9700 or 9700K but the 9900 instead because that cache and HT is going to make a notable difference down the line, the R7 3700X is consistently a better purchase than either of i7's and it already comes with an adequate stock cooler.

Hyper 212 Evo is pretty garbage and I don't even know why it's still for sale, the mounting is atrocious, the fan is crappy and the heatsink if okay sure but there's really no reason to go with it, at least aim for the updated Hyper 212 Black Edition.

Hyper 212 Evo is pretty garbage and I don't even know why it's still for sale, the mounting is atrocious, the fan is crappy and the heatsink if okay sure but there's really no reason to go with it, at least aim for the updated Hyper 212 Black Edition.

If it manages to hold 4.7ghz in the first place you will be looking at 90Cº

cheap?  there is the noctua u12s around 60$ i believe should cool sufficiently

You want low temps, gotta get at least a decent cooler. Why don’t you define ‘cheap’ as in budget

212 evo is a fairly crappy cooler also how they are finished
