What cooler for a warm room?

Looking into doing a build for the first time and had a concern.  My apartment only has a single window ac in my bedroom so the living room can get pretty warm during the hotter days even with the ac on full and a fan blowing air from the bedroom.   I had someone tell me that a fan won't cool very well if the air it is blowing is already warm, so I was wondering if I would still be ok with something like a Noctua cooler in that setting or would I have to go with a water cooler to get the temp down.    Or would it even make a difference?

nah , you need normal air for any air cooler to perform correctly.

in a warm environment where changing the ambient air temp isn't an option then water cooling using actual coolant is whats called for.

It changes, right now the weather is starting to get cooler (I'm in northern Virginia) so it shouldn't get real hot again till next summer.  I don't have an thermometer in here so I can't tell you exact temps.

I would get a large air cooler like the nh-d15 its better then all but 360mm aios and open loop, my ambient gets to 43C in summer and my house has no ac and yet i can still run 4.7ghz without going over 85C on my 8700k (no delid)  in cinebench with that ambeint.

8700K @ 5.2ghz 1.29V, 4x8 Rev.E @ 4040 13-20-20-39 1.7V.

Or you can simply increase air speed to help draw out the heat more.  A good airflow case and a good air cooler will be fine.

The ambient temp doesn't really make a difference. The better cooler will be better. 

What cpu, case, and ram are you using?

Where are you shopping / located? Budget?

probably AMD 3600, dunno yet (looking at Meshify C or something similar), dunno yet

online / northern Virginia, around $1500 ish.

 

I'm not really finalized on anything, I just wanted to know if what that person told me was true or not.
