Hey I wanted to know if jumpstarting a motherboard could damage the Motherboard?

no, it will not hurt the mobo. All you're doing is completing the electrical circuit. No different than what the button done when you press it on the case.

Why 2 1060s? They cant be SLI'd.

unless you have a work load that will utilize the 2nd GPU, its wasted heat and energy to power it.

I learned about these Jumpers at my Uni. You buy one bag of these, and you'll have enough for you and your grandchildren.

Usually for dual channel, which you should be, it's almost always recommended to be in slot 2 and 4 going left to right from the cpu, though it could differ and vary so it's best to consult your motherboard manual.
