PCIe power not connected, but it is.

I recently acquired a used EVGA GTX 1060 SC.

No matter what system it is put into it won't allow for booting because it throws the error that the PCIe power cable isn't connected. 
I've tried 3 different systems and 4 different PCIe power connectors. 
All the connector and traces visually look intact and unburned.

How can I further troubleshoot this card or do you all think I just need try to get it repaired\replaced via EVGA?

Sounds like a bad card truthfully if you've tried it in several systems and have the VGA power plugged into the card.

Yeah, ultimately I had to replace the card. EVGA wasn't very helpful in getting support in ANY way.
