New build for my friend

Looking for help with a build for my buddy. I'm not good at "budget" builds because I just want the latest and greatest... Blue or red team and green or red team it doesn't matter. His budget is around $750 USD ( I will be building it and shipping to him ). My goal for his build is to be able to play any game he wants to and have great upgradability. This is for the PC only. He has a monitor / peripherals.
