The IHS is not supposed to look like it was crappily welded to the board. Not only does it look like it was dropped, but this thing looks completely fried. I'd tell your friend to try to get their money back if possible but it looks like they were scammed. Rule of thumb when buying computer components used, always inspect the product and if possible test it before purchase. The second I saw that crap and that the previous owner didn't even bother cleaning the cooler or the CPU, I would have walked away. An easy way to tell if someone doesn't care about something is if it's clean or not.

well clean all that mess up and look if there are some bent pins, that may be the cause considering that mess

pins are not band, it was a small amount off paste around the pins but was not working before cleaning and not after

It's hard to tell from your picture, I do see a chip in the corner. It also looks like the thermal paste is toast, like the processor burned to hell. idk.

For your friend's future reference, don't buy anything with a CPU cooler that looks like this. And don't buy a CPU period if you can't visually inspect it. Bring an alcohol wipe or two to wipe the thing off. No way in hell should your friend have made that purchase. Way too many red flags with a CPU covered in goop to the point where it can't be inspected and a Wraith Prism brand-freaking-new cooler that looks like a cat sat on it for weeks on end.
