Mobo won't allow customization of fans and software resets after reboot

Any work arounds? My motherboard bios will only allow me to use percentages that aren't customizable so my cpu fan literally doesn't spin until temps hit 40c. SO im using msi command center which is great but that doesn't save. at all. its a b250 pc mate does this sound out of wack or did I just get a rip off on my mobo? thanks.

GPU: MSI RTX 2070 Gamin Z
