Tried using the Shadow of the Tomb Raider benchmark and it said i'm 30% GPU Bound

This is on the highest preset. Does this mean I have GPU bottleneck?

It means 30% of the time, your GPU was the bottleneck. The "ideal" situation from this data is the CPU graph is below the GPU graph all the time.

 

If you like your performance figures, this isn't a problem.

In that specific game, I think so. If I'm interpreting the little table in the bottom right corner correctly, it's saying the CPU can prep frames for the GPU faster than the GPU can push them out. Not surprising, both Rise and Shadow are incredibly gorgeous games that push the GPU really hard. If you ran something like CS:GO where it's potato graphics, you'd be really CPU bound. You system isn't unbalanced at all (I've ran an R5 1600 with a 1080, basically the same combo), it's just whether games eat more CPU or GPU.
