Need Help Troubleshooting my RTX 2070. I think it's DOA :/

I've installed my new RTX 2070 but I think it's faulty.

 

There are LED's above each of the power plugs and one of them is glowing red.

 

It's not displaying anything.

Got a different PSU to test with or PC?

You think the L.E.D. might be showing red because of lack of power?

I'm not sure, I don't know your specs. I just wanna exclude anything potentially wrong with your PC.

 

If it will not work in the other one it's the card.

 

If it will work in the other one it's the PC.

Okay, thanks I just swapped out the vga power connectors and there's no change to the LED.

No, same P.C. different power chord. However in doing that I just discovered my VGA cable somehow got disconnected, so I'm praying it'll work once I plug it in.
