Windows blocked a file and now I can't load it.

Straight to the point.

I've downloaded SQL Server Management Studio from Microsofts' page.
Windows immediatelly showed message that the file is 'unsafe' and that it'll take '10 minutes to scan'.

Needless to say, days have passed and I still can't run the file - it doesn't say anything, just shows a loading circle which disappears after 2 seconds and nothing happens.

Any ideas?

Then if you think the file is legit, you can try temporarily disable window smart screen and window defender.

Both already disabled, I use Avira so I've turned defender off.
Results - the same.

Did you try turning off Avira? Does it show proper icon for the file?

Can you give link the file?

Weirdest thing is, absolute lack of any notifications about the file being blocked or anything.

No problem on my side, i can run it. Maybe Avira is the culprit? Try disable it permanently and reboot your PC.
