Friend's PC is freezing in games, but then going I can play normally

So, I recently been playing lots of games with my friend and his pc randomly freezes for about 10 seconds and then he can continue playing after the freeze, it happens periodically from time and time and even in super light games such as Minecraft or Brawlhalla. Also, whenever he turns his pc on it boots up and nothing will load, then the screen will turn off on its own and turn back on. My guess is that this is his power supply, as I had reccomended a EVGA Supernova 650 G2 at the time and he took it as "just go out and get any 650w power supply" 

here are his system specifications

 

CPU:R5 2600x (Stock cooler)

RAM:CORSAIR Vengeance LPX 16GB

MOBO: MSI B450 GAMING PLUS

GPU:RTX 2070

PSU:EVGA 650w N1 (yikes)

Storage: 240gb SSD, 1TB HDD

CASE:Corsair Carbide Spec 04

@YikesandIkes I had a similiar problem a long time ago, it's SSD or windows.

When starting windows is not using a lot of power and files not loading could be ssd or win so that's probably the case

That would not explain the freezing or black screen though.

Windows not loading files, or doing it slowly, copying files in ram, reading textures
