How can I defrag a hard drive that won't optimize?

I open the defrag option for windows 10 and click "optimize," then it analyzes it and starts to defrag, but it zips to 100% on pass 1 and then does nothing, just reverting back to 100% fragmented.

I WILL find your ITX build thread, and I WILL recommend the SIlverstone Sugo SG13B

 

Primary PC:

i7 8086k - EVGA Z370 Classified K - G.Skill Trident Z RGB - WD SN750 - Jedi Order Titan Xp - Hyper 212 Black (with RGB Riing flair) - EVGA G3 650W - dual booting Windows 10 and Linux - Black and green theme, Razer brainwashed me.

Draws 400 watts under max load, for reference.

 

How many watts do I need? ATX 3.0 & PCIe 5.0 spec, PSU misconceptions, protections explained, group reg is bad

Try getting Defraggler

|PSU Tier List /80 Plus Efficiency| PSU stuff if you need it.

The unfortunate thing is that the partition labeled as 100% fragmented is the system reserved partition for the OS

Damn, if it's not meant to be defragged then maybe windows shouldn't flag as in need of defragmentation? Kind of confusing. Hopefully the thorough defrag of defraggler will help.
