Shouldn't be any. i7 3770 should be fine for gaming at 1080p 60hz.

Stuttering? That shouldn't really come from your gpu, more like the monitor (and if your going to run a 2060 S, might i suggest upgrading your monitor).

Could be lots of stuttering if the cpu is pegged. Unless some fancy frame limiter will prevent any issues with that.

Should you? No. Can you? yes. Youre already gonna upgrade the cpu, so it doesn't really matter.
