Hmm... Wouldn't be a power-delivery issue, then.

Some other things you could try:

-Enable XMP and Auto-overclock in the BIOS (Not sure what MSI calls it).

-SImple thing, but is the AIO pump plugged in, and what are your CPU temps?

Any change you accidentally switched the LN2 OC function on the board?

yours would be slightly different place on your board more bottem right corner. Look it up in your manual.

Edit: pic for the x299

Use ThrottleStop from TechPowerUp and disable the BD PROCHOT signal path.  This can block the throttling signal that is being sent to your CPU.  This is a common problem on many MSI motherboards, especially as they get older.

https://www.techpowerup.com/download/techpowerup-throttlestop/

Many monitoring apps including Windows might not report the MHz correctly in safe mode so ignore that info.

Did you disable BD PROCHOT like I suggested?

Your picture shows that it is checked.

Now enable SpeedStep and check the Set Multiplier box.  Increase that value to the max and click on the Turn On button.

When your CPU is stuck at a low speed, SpeedStep has to be enabled so the speed can increase.

The Set Multiplier option is on the main screen, just above the SpeedStep box and over to the left.

It should be set to your maximum multiplier.

Try clicking on the TPL button on the main screen, and then set the Speed Shift Min and Speed Shift Max values both to 255.

I am almost out of ideas.  Open the FIVR window and see what the Turbo Ratios are set to.

Last idea is to reboot and run ThrottleStop again with your current settings.  None of the usual things are causing this problem.  :(
