Unable to wake PC after shut down

When I shut down/put to sleep my computer via the windows button, what usually happened was it shut down normally, and all my RGB turns off. I could turn it on again with the power button(RAM stays on when sleeping).

 

Now, when I do the same thing, the RGB all stays on, even if I leave the computer idle and it enters power saving mode. My power button blinks repeatedly and I can't wake the computer(be it pressing the power button, keys on the keyboard) unless I shut down the computer via the power button, then press it again to restart.

 

Any idea on how to fix this?

it might be a power saving bug either in bios or in windows, not sure on which it is but it may be a good place to start?

Realised I had a windows update pending, I updated to no avail. I'll check bios and update soon. I have a semi-broken cheap SSD as my boot drive so i take like a minute to boot.
