if i change my dvd drive to hdd/ssd converter, does my drive perform the same or slower?

Not sure what you're referring to here. Are you referring to the SATA connection? If so, your SSD/HDD will perform as advertised.

The DVD drive is still the same DVD drive, just no longer inside your laptop's DVD drive bay...

laptop dvd drive. if i replace it with the hdd/ssd converter, will it perform like advertised or slower

Generally it will perform as advertised, there are a few "cheaper" laptops that reduce the performance of the optical drive as a cost saving measure, but this is becoming increasingly rare.
