Yikes, well that is not good.  Ok try running DDU in normal mode then,  I guess you have no choice.  It is ok tho, as it is much better then uninstalling the nVidia items with their uninstaller and what not.  Let us know what happens when you do this.

I recently upgraded from a Intel i5 7500 cpu to a intel i5 9400f. I got a new motherboard and new ram and it’s stuttering in games what could be the issue?

specs:

Cpu: Intel Core i5 9400f

Ram:trident z 16gb 3000mhz

Gpu: Rx 570 4gb

V sync makes it worse

Try DDU "Display Driver Uninstaller" in safe mode and choose clean and restart.  Then back up in normal mode install the lates AMD WHQL driver and let us know.

If your using Windows 10 and have set it up using a Microsoft Account that password will no longer work as your probably not connected to the Internet. You will have been asked to setup a pin when setting up Windows.

I also have a i5 8400 and stutter a lot. I think the reason is the CPU itself. It is prone to stuttering because Windows 10 tends to randomly use CPU out of nowhere. Ryzen 2600 is better and no stutters because extra 6 threads and those free threads can be used by OS.

This CPU is dead from the box, try to return it. I'm trying my way to trade it with a i7 8700 but no luck so far.

When the 8/16 CPUs will be the middle ground for gaming, these 6/6 locked CPUs will be left out in the water. Those will be tough days.

"Muh gaming cpu, best cpu in 2017" they said. Look what it is now. Full of disgraceful CPU.
