Win 10 oem reinstall to new drive is it safe?

So I bought a new ssd to my PC and I wanted to save all the files I have so I decided to just clone my old hdd to add and I did so( I know it's not the best thing to do), but now many months later windows has started to act wierd, like I won't go to sleep, win defender is not working (can't fix, tryed everything), and win update shows error code 0x80070424 when I press check for updates, but it shows it's up to date last update made 15/05/19.

I didn't do fresh reinstall to ssd because I have oem version of Windows 10 pro and I thought it won't reactivate to the new sdd, and the files I needed.

My copy of oem Win 10 pro I bought at g2a and it worked (after calling Ms to activate it) and now it's activated, but the thing is if I do reinstall Windows will the OEM key activate again?  Or it won't cuz my PC didn't came Whit it from shop(it's not sell, Lenovo etc. Pre-build? Or should I just call Ms and ask what to do?

MS aren't monsters. They aren't in the business of holding customers to ransom if they have to put a new drive into their machine. It should activate no worries, and if it doesn't just call them and they will activate it.
