Decided to Reset my PC, and now i'm stuck..

So I woke up one day, and my PC was VERY slow for the first time ever.

It is an older build, the CPU is an i5 4690k, with 16GB of GSkill DDR3 ram, and a GTX 1060 6GB. 
I decided to check task manager and something called system interrupts was using 100% of my CPU

so I decided I would factory reset my PC, upon doing so, it got ready to reset,

and when my PC finally restarted itself to do the reset, I became stuck at this screen.

It continuously loads.

I am not sure if this is meant to happen, but I don't want to risk ruining any of my hardware.

Reset a PC when something broken is not recommended, unless you can make sure that the problem is the OS.

I think there's something wrong with the HDD, reset won't fix this.

You may have a bad sector or something.

System Reset and chose to delete all files

the process is very slow. format drive and install through usb is much faster.

or the mobo is really dying
