How do you turn on a 2nd power supply in a case that supports 2 PSUs?

Either a simple 24-pin splitter or something like Phanteks Power Combo.

If I am going to get 2 power supplies in one case, how could I turn on the secondary PSU? (the one not connected to the motherboard)

You could 'jump start' your PSU:

Although in the past I have seen splitter cables, which daisy chain the 2 appropriate connectors off the motherboard, you can both plug in your first PSU and plug in the other two wires on the secondary PSU.

I have also seen boards with multiple 24 pin connectors for this purpose, but those were mining boards which typically are not that feature rich.

But do your research before attempting this of course. Check if a single more powerful PSU is an option.

This. Best, safest, cheapest way.

Or you can DIY one using some spare wire, a paper clip and a soldering iron, but I wouldn't. You'd probably die when you plug it in.
