Wattman restores after boot up

I got a xfx rs rx 480 4gb which would get pretty toasty when playing, so i undervolted it to a stable 960 from state 4 to 7, and the temps usually dont go over 68c. But whenever i boot into windows or just wake my pc up from sleep, state 4 and 5 the mV goes back to normal (see picture) while all the other things stay as they should be. Why does it do that and how can i fix it? its really annoying since the only fix ive found so far is to first restore the settings to default and then load the undervolt preset, everytime the pc starts/wakes up. The fan curve seems to go back to normal too, unless i reset and load the preset. Dont understand why only those things go back to normal. while everything else stays.

EDIT: ive seen people modding bios on some cards, so im wondering, is it possible to mod the bios on my card, and change the default mV and clock speed to what i got rn in wattman?
