Unable to boot correctly

Alright so about 2 days ago I started my pc and it wouldn't boot up correctly. There was a black screen and a ring but after 2-3 minutes of waiting i got into the pre-desktop sign-in page. It may seem it works fine but on the user login in page i couldn't login because the user login gui wasnt there and on top of that on the start screen before you sign in it took me over 2 minutes just to get into the user login page. I tried clearing the CMOS to see if that helped but nothing worked and I even tried to do an automatic system repair/reset but that also didnt work. If anyone can sell me a bootable windows 10 drive for $13 or less i would be happy or if someone can tell me how to solve thise problem i would be forever grateful. Thanks.

sounds like a hardware or corrupted software. can it boot into safe mode normally?
