Can't connect to certain websites [Spectrum\Charter]

So I've gotten a new place to live, and unfortunately I'm stuck with charter/spectrum.

 

Basically everything works, but I've already come across two places I can't access.

 

The first one contains pornographic content, so I will not post any details.

 

I thought maybe they just were blocking that specific site for some reason.

 

But then later, I had issues downloading java's installers: https://www.java.com/en/download/manual.jsp, which live on https://javadl.oracle.com

 

I started thinking it might be an issue with my OPNsense router, so I bypassed it and plugged my laptop directly into the modem. No dice. Then I reset the modem, still nothing. Then I tried using a different DNS server, and yet again, I am unable to access either site.

 

So I tried using the hotspot on my phone, and everything worked (albeit at bad 3G speeds)

 

So I've isolated the issue to be at the modem level or further out into charter.

 

I spoke with their service chat thing, and we got nowhere. He said there was some "slow speed issues" in the area, maybe they are causing the issue...

 

Everything else loads damn near instant for me, so I asked if they could send a service tech out to fix it, to which they said they are unable to send out service techs due to the slow speed issue in the area. Also, if the issue turns out to not be their fault, then I get billed.

 

What exactly is going on here? What are the chances I get a big fat bill for someone coming out and pinging a couple websites and saying lol not our problem

Do a trace route and find out where the packet is disappearing..

 

Probably cheaper to subscribe to a VPN than getting your ISP out tbh.

So then I discovered:

https://javadl.oracle.com/ doesn't work

http://javadl.oracle.com does work

 

But both work on my phone's mobile data. I was able to download the java installer through charter by changing the HTTPS to HTTP...

 

So I tried the... less savory website:

Unlike java, this site does not work with HTTP or HTTPS.

 

So now we've got two different results here, wonderful.

I'd start by flushing the Window DNS Cache & doing a socket reset

 

Open command prompt as administrator then do

 

ipconfig /flushdns

 

Followed by

 

netsh winsock reset

 

Then

 

netsh int ipv4 reset reset.log

 

Then

 

netsh int ipv6 reset reset.log

 

Finally reboot Windows.

 

If that doesn't work remove Windows entirely by booting to a Linux Live CD and seeing if the issue persists.

 

Looking at the bottom trace root it looks like it could be an outage at a data center outside of your ISP. The packet is getting lost in Amsterdam.

 

It might be temporary and will resolve itself in a few hours.

I figured it might have just been windows being windows as well, but sadly the issue persists on my android phone and linux laptop (unless of course I use the hotspot on my phone or a VPN)

 

I've just now discovered another one that doesn't work, mediafire downloads. This is getting really weird...

Are you using Spectrum's DNS servers or Google/OpenDNS servers?

 

Edit:

Just saw the traceroute so that probably doesn't explain it since if it was a DNS issue you wouldn't have resolved the IP of the webserver at all.

Agreed but flushing cache and resetting sockets can't hurt.

 

I'll reiterate, since your traffic is disappearing in Holland it's probably an issue at a data center somewhere along the route. Give it 24 hours and if it doesn't clear up then ring your ISP and tell them what's going on (though I doubt they can do anything about it tbh).

Probably the best bet. I'll just have to use a VPN or really slow cell data for the time being
