Low fps - GTA V

Hello, I have a RTX2070 an i7-7800X and 32gb ram. I have tried to play GTAV but when I play it I get around (not steady) 30 to 45fps ingame. But not higher than that. Its really weird because all settings are normal and vsync is off. I dont actually understand this because my pc can easily handle GTAV. Also a friend of mine has a ryzen 5 and rx580 and he runs gta high settings 100fps easy so i dont understand this... please help me out!

May be so many reasons - drivers, programs in background, gpu settings in Nvidia control panel, bad oc... Who knows.

I'm just saying that I would probably run few programs that monitors cpu speed / temp, change power settings in Nvidia panel to Adaptive, checking BIOS OC settings (if you have any), install new GPU drivers, disable any game mode settings in Windows, uninstall any tool that suppose improve performance (if you have any installed), install dx redist, install chipset drivers, disable AV... So many things. It's hard to say what is wrong.

Yes but there is nothing wrong with the settings for instance battlefield 1 is good on ultra, good fps. Assassins creed syndicate too. But why not gtav that is the oldest game of those 2

So check settings in game. Maybe vertical sync problem, maybe some advanced settings pushed too far.

checked everything normal my pc should run that easily

It's probably your CPU. Despite being an expensive CPU, the 7800X isn't great for gaming (assuming it's at stock). Try running HWMonitor in the background while playing and see if anything hits 100%.
