Apple created this problem, let them fix it by absorbing the cost associated with a device return.

 

Buy an Apple device, set up 2FA, return Apple device. As I understand it, the Apple device is only needed at setup. Once that is done, you can get codes sent to any phone via text message or phone call.

Just ring apple support and they will help. Have people really lost the ability to make a phone call

these days lol. You are not the only one who has run into this.
