HEVC hasn't taken off because it's a licensing nightmare. With AV1 and AVIF we have a huge group of companies all banding together to make it widely supported and a licensing dream. 

 

HEVC and AV1 are in two completely different positions. 

 

Besides, if we're going to create a new format to replace jpeg then it doesn't really matter how many new things you do at once. You need to program things from scratch anyway. There have been incremental updates to JPEG which doesn't change all too much before, but they have not caught on because they haven't been widely implemented, and why spend time and money to implement something which isn't that much of an improvement.

Not many actually still use them except professionals really. What I'm more interested is how smartphones turn photos into files. Is it a hardware feature or could it be software. This would be the way to make something more popular. If Google starts with Android and with Linux and Microsoft's Windows support and the format could take off. Otherwise it just won't happen anytime soon.

I think a detail has been missed by many here. The focus of this is not reducing file sizes (alternatively, better quality for a given size), but is about consuming less ram while displaying the image. It sounds like it is a solution to a very specific problem that wont affect the masses.

It's a hardware feature of the ISP, although it could be done in software (I think RAW is currently done in software). 

 

The good thing about AVIF (the JPEG replacement I am championing for) is that you can hardware acceleration "for free" once you support AV1, which should happen later this year or sometime next year.
