Horizonatal lines on monitor

I've noticed when I boot my computer sometimes on the bottom of the screen there are horizontal lines that begin to move up. This problem only happens for a few seconds then they go away and I have no problem using my computer after. I have noticed that the problem only seems to occur when I turn on my second monitor/TV, I can still move my mouse when this happens.

My monitor is the optix G24C and my other monitor is some old Sceptre tv
