If you want ray tracing then the RTX 2060 is the right choice.

The 1080 has the best overall performance amongst the three.

The 2060 is better than the 1070 and better priced.

The 1080 can be ridiculously expensive form most sellers.

Ray Tracing is a gimmick and the 2060 has the worst performance of any of the RTX cards with it enabled. If you want to overpay for a pointless feature that slashes your performance at least get the 2070. Depending on availability the 1080 is the most powerful out of all of them and you can find them used for around $300, if it were me I'd try to find a 1080 or go for a 1660ti as they are just as good if not better than the 2060 with some simple overclocking for $50 to $100 less depending on model.

The 10 Series GPUs were already amazing for 1080p games, play Fortnite, PUBG, COD with the GTX1060 for example, all these will rate more than 60 fps in 1080p but the problem with RTX cards is that they show up their things better at a higher resolution, so if you use a 144Hz screen or even a 240Hz but still a 1080p screen you literally will not be able to see that extra performance. The 2060 seems to be "reasonably" priced but the RTX technology is not only expensive but it was made to support ray tracing and DLSS so if you pick up an RTX GPU you will also need bigger size screens and higher than 1080p resolution screens. In general, RTX is basically just for ray trace graphics and so far (please correct me if I am wrong), only Battlefield 5 and Metro Exodus are currently supporting Ray Tracing ?, so you may end up paying for features you don't need. I guess we can wait because by the time a good amount of games support ray tracing there will be something better than RTX and don't forget the 10 series already offers very good value for the money.
