What's the cause of SP game being " laggy "

Ok I have a 144hz @ 1440p monitor with FreeSync. So I'm pampered with buttery smooth game play all the time.
And let me mention, all these I'm experiencing isn't caused by Bottleneck / GPU and CPU Down Clocking etc. Everything is running fine and optimal. 
Now thing is, in some games by nature it's locked @ 60 FPS. That's fine, in some games i.e : Resident Evil 5, even it's only at 60 FPS, but the game felt smooth. Or The Crew 2 is the same and some few other titles. 

But strangely, in some games. If you lock it at 60 FPS, the game feels really " laggy " , it feels worst than playing at 60 FPS, it's like a 30 FPS experience for some reason. 

Like recently I've started playing Mass Effect Andromena, the game doesn't have a FPS limiter though, so I just set it at 2560X1440@60Hz + VSYNC ON. The game is sluggish and laggy as hell. 
It's not stuttering, but the experience just doesn't feel smooth like in RE5 / The Crew 2 and some other titles. 

Or in some games, example if I Cap the FPS at 100, the game will become laggy....it's above 60 FPS, it shouldn't be.
The experience is worst than when I DID NOT Cap t he FPS, when it's at 100 FPS or even lower. Doesn't matter of I have VSYNC ON / OFF, Refresh Rate is set to 144 Hz. 

And recently I had a strange experience in Strange Brigade with VSYNC...if I turn VSYNC ON in that game even I'm pushing out 144 FPS constantly, my Frametime is horrible thus making the game not smooth and laggy. It's not stuttering either, it be just like Mass Effect Andromeda. It feels like you're playing on a much lower Framerate. 
I'm using Vulkan and Async Compute though in Strange Brigade. 

VSYNC can be a strange thing....in some games, if I turn on VSYNC, I actually feel the game becomes smoother. While in some games like Strange Brigade....it be comes a nightmare....
So what's the main reason behind all these ?? The game's optimization ? Hardware ? GPU Driver ??

Vsync is known to cause input lag and sluggish feeling of gameplay as a result. If you have an Nvidia GPU, go download Nvidia Inspector and use that to lock your frame rates in games. If you have an AMD card, go download MSI Afterburner and install Rivatuner with it and use that to lock your FPS.

I'm using AMD. I'm just curious, as I mentioned I did notice VSYNC can be the culprit. But why is it in some games it runs fine if I turn on VSYNC. But some will become a nightmare like Strange Brigade, same goes for Capping my FPS. But most games is fine if I Cap my FPS. Rarely any games if I Cap my FPS, it become laggy / sluggish or even cause stuttering and high Frametime, but It's POSSIBLE...just really RARE...

Every game is different.. different engine, code etc.. everything will react different as a result.

Well this is a bummer, I suspected as much honest, based on the amount of testing and all different games I've tested.
I was thinking it could be something I can do to fix it. O well, least we still have Options ! Glorious PC Master Race indeed lol...
