what best gpu for monitor 60hz 1080hd

I have monitor samsung  32" Curved VA Monitor LS32E590CS/EN

60hrz and fullhd 
and which cpu is the best for it 
ryzen 2700x or i7 8700k for normal use (browsing and word and photoshop)

If you’re not gaming, a Ryzen 3 2200G or Ryzen 5 2400G would work great.

RX 570/580/1660, the more you can afford. I'd recc 570, or 1660, 580 is too close in price to either of them

no gaming, iGPU is fine.
