Air cooler would be NHD-15 or Dark Rock Pro 4. AiOs would be any high quality 360mm.

Being practical, it's nuanced.

 

If you live in a cold climate, high end air coolers like Noctua's NHD15 will perform as well as most AiO while not being quite as big or loud.

If you live in a hot climate, air cooling loses a great deal of effectiveness, and a 240mm AiO or bigger can start outperforming the air cooler.

 

And if you're looking to go custom, you can add rad space to the point that you don't need fans or you can spin them at their minimum speeds. Plus, you can cool more components in a custom loop.

Dark Rock Pro 4 or D15. Those are the top two atm. Though, depending on CPU, they are overkill and you get much more value out by selecting mid-tier cooler.
