It appears you have pleny of clearance when it comes to cooler height of 210mm which is plenty for most coolers.

You will most likely be powerdelivery limited than heat limited when it comes to your overclock.

 

And it more or less rules out AIOs as you will need airflow over the VRM. Not that AIOs are that great.

what o'c do you recommend pretty stable and temps are great on stock cooler at 3.9ghz

Attempt voltage and clockspeed on your own. OC is inherently trial and error.

Yeah that aircooler is great.

 

How much money do you have to dump into a new aircooler?

 

Because for the price the arctic is damn good.
