Safe temps for gtx 1650

82c is fine, just sounds like you have little to no air flow in your case or its a blower style cooler... But regardless.. you already wasted your money on a GPU that shouldnt exist and could have gotten better for cheaper.. but I digress.

Honestly, I would return your 1650 and instead get an RX 570
