Different size dual monitor software to make wallpaper?

So I have a 27inch 1080p and a 23inch 1080p(vertical mounted) monitors and I’m having difficulty matching the wallpaper because of the pixel density of the monitors.

Is there an editing software like this one on windows so it would be easier to make wallpapers on different size screens?

I don't know if this will do what you're after, but with my four monitors of different sizes I use a program called Actual Multiple Monitors. Has lots of config options for wallpapers, lock-screen, individual task bars (a big one for me), and even moving windows to different monitors.
