Add on to these type of questions

What currency

(never hurts to ask that as some people just forget and go $1000, which 1000us is a lot different from 1000au)

dump it, sell it, whatever, and start fresh then. This build is barely entry level gaming when new, today only worth running games that came out when before itself because old games sometimes dont run properly on new hardware.

If money truly isn't a barrier....

9900K, yeah I think its overpriced but the fact is that this is the best gaming CPU you can buy right now (remains to be seen if Ryzen 3000 series can do anything about that)

NZXT Kraken is one of the best AIO coolers in the market

Z390 Aorus Pro for OC-ing the 9900K to near 5.0GHz

RTX 2080Ti is in a league of its own performance, also in a league of its own in awful value for money

Some RGB flair on the RAM, Trident Z Royal if you want an even more blingy look

Meshify C has probably the best airflow of many cases I've seen, should help to keep the 9900K cool as that chip runs hot af

Corsair RMx 750W should keep the 9900K and RTX2080 Ti well-fed for power

Then I guess just grab a GPU like this:

https://pcpartpicker.com/product/b4KhP6/zotac-geforce-gt-1030-2gb-video-card-zt-p10300a-10l

I can't guarantee that performance level because I have no idea how that old CPU will (or will not) bottleneck the GT 1030.

EDIT:

Never mind, I did find your CPU but paired with a GTX 750 Ti. The 750 Ti is slightly faster, but this should give you a general idea of what your performance would be like. This one is at all medium setting where the first video was all low:

One thing to note is RAM usage. In the second video you can see over 5GB of RAM used. You only have 5GB, so that could be a performance issue as well.

No budget eh? Do you really hope to improve things out of 'nothing'?

Well reinstall OS fresh new... overclock the most you can with a normal fan pointed at it:

Good luck!
