is my cpu broken i cant test it

That doesn't look like damage that would cause a CPU to stop working, the pins aren't affected. What CPU, what motherboard? 

I WILL find your ITX build thread, and I WILL recommend the SIlverstone Sugo SG13B

 

Primary PC:

i7 8086k - EVGA Z370 Classified K - G.Skill Trident Z RGB - WD SN750 - Jedi Order Titan Xp - Hyper 212 Black (with RGB Riing flair) - EVGA G3 650W - dual booting Windows 10 and Linux - Black and green theme, Razer brainwashed me.

Draws 400 watts under max load, for reference.

 

How many watts do I need? ATX 3.0 & PCIe 5.0 spec, PSU misconceptions, protections explained, group reg is bad

you have to quote fasauceome because he won't get a notification without you quoting him. You can quote people with the arrow at the bottom of their comment box and it'll say "quote" when you hover over it.

is the cpu new? if yes return it for a new one most store shouldn't mind. store wont help RMA it.

bought it used? return it for a refund.

can't do one of those 2 choice? buy a mobo to test your going to need it anyways.

You were going to get a motherboard anyway, I hope?  

 

I doubt it's broken at all, no pins affected and looks to be very minor PCB damage anyway.
