Processor wont overclock

I've got an MSI p67a-c45 b3 motherboard with an I7 2600 (nonk), which got an unlocked multiplier of 42, even says so in bios.
Every time i set it to 42, it only overclocks to 39, no further (so said in cpuz) but in bios it says its 42
It randomly spikes up to 40, back down to 39 and after the spike it doenst spike back up again.

Boost was on, and was in games, tried disabling eist, speedstep and turboboost, and is constant 3.9ghz

help pls?

The i7 2600 is locked, you can't overclock the core frequencies.

you can go up to 42, the turbo max speed is 38, and i am on 39 so it is possible, its just another issue.
people run 2600 107x42 and get 4.5ghz
