So it's a fairly vanilla install of Apache 2.2 with DAV and PHP 5.2 with OpenSSL and a few modules.
You could configure php7.3 from source https://www.php.net/downloads.php such as described in their documentation but you need to make sure you know all of the configuration in case you need to roll the changes back otherwise you're going to have a bad time...I dont know how well php7.x is compatible with apache 2.2 and its modules...
It's probably a better idea to stick with doing a VM like you mention in your original post. You can then install from repo with the latest webserver & PHP with many of the guides available online.
Personally id just do an Ubuntu or CentOS VM and install Lighttpd + PHP-FPM using APT/YUM
