Cheap gaming monitor help

Hi guys I hope I am on the right topic, I found online this offer https://www.mediaworld.it/product/p-754691/samsung-monitor-led-u28e590ds

OF this 4k Samsung monitor from 299 euros to 89 and I was asking myself if it is a good monitor for gaming and livestreaming. 

PS I don't have a strong gpu that can handle 4k but maybe in the future I will have a strong gpu who knows

Seems like a good deal for what it is, It doesn't seem to be available anymore though...

Depends on the refresh rate of the panel and the response time...

You're probably looking for a low response time such as 1-3ms and over 100hz refresh rate at 1080p, probably a little less for 4k but you say you can't use 4k anyway...

 

Probably better options but not if thats your full budget

Thank you so I have to watch for a 100+ hz monitor 

Can you tell me which one is best for 150 euros can get to 200 euros if necessary
