Looks like a small shunt resistor to me, or it could be a fuse. Check the resistance across it. Transistors have 3 leads, that looks like it only has two.

you don't need rossman to tell you what it is, you can figure it out yourself. We know it has two contacts, so it could be a resistor, a cap, or a fuse. SMD caps are usually brown with silver ends, so it's probably not that. SMD resistors are usually black with silver ends, it could be that,specifically a shunt resistor, but the component in question is white with silver ends. Fuses are white with silver ends, so it's probably that. If you check the resistance across it, you can get a better picture as to what the thing is.

 

Fuses should be low resistance, like a couple ohms, if they're still closed, or they will read in the megaohms if they have opened. Now, a shunt is also a really low resistance, but usually they look pretty different.

If you have a mulitmeter (and I strongly recommend you get one if you're poking around electronics at all), poke at it first. If you get zero or negligible resistance, it's a fuse (or at the very least, a jumper). Otherwise it's not.

Yeah I have one and I was using it earlier to see if the board was actually getting power. If it helps whatever it was the top has come off and you can actually see inside and it looks like a mitochondria but with an electrical trace instead.

Definitely looks like an smd fuse. Given the surrounding circuitry id definitely say that is what it is. value could be anything though and i would not just bypass it because fuses blow for a reason. are you re working the board? it looks like you have removed some other components as well.

It had some water spilled on it and I was looking for corrosion and blown components. This one was burnt and charred so I am looking to replace it

Looks like the 100 ohm resistor next to the transistor feeding the fuse took a shot.

Looks like a burned SMD resistor (#). The resistor to the right of the circled resistor, under the SOT23 device is in the same circuit and looks burned aswell.

Measure the SOT23 device for resistance. it's probably shorted all way 'round.

 

#: The black part of a SMD resistor is the actual resistive material. If it gets burned away the white ceramic carrier comes trough. The scribbles that remain in the middle would've been the ink of the value markings.
