what would you chose between these two?

1year used corsair tx650m for 45euro which has warranty left or a new bq pure power 11 400w for 60 euro. 650w is overkill as i don't use more than 300-400w. but anyways corsair is cheaper,but is it better? i have read the psu tier list but can't make my mind yet

They are roughly the same quality 

 

But providing its a greylabwl TXM PSU id pick up that.

 

400 watts is a little too close if you were to upgrade to top tier, high powerdraw Hardware

txm has 7 yrs warranty, you will still have a lot of time left with it.

400w seems a little bit short.

I own a tx550m( diy with a dust filter blocking airflow), pretty silent overall. slightly audible when heavy gaming/ stress test.

Don't know how accurate RPM readings are, but any fan at over 1k RPM will be loud. 

TX550m was single loudest component in my system at idle. It wasn't some kind of "bad" noise, just plain whoosh of fans spinning too damn fast. Sure, my case doesn't help with noise isolation, but I digress.

What's your system? Do you plan to upgrade in near future?

better get yours to rma, your pc setup cant be worse than mine, i am on open test bench right behind monitor and not noticeable of hearing psu fan. when under load, CPU/ gpu fans are much louder.

The warranty is not transferrable. They will get no warranty. 

400W does seem like it's more than 300W, so why would it not be enough? I'm also guessing that OP overestimates by a ton.

No such thing as over kill. The 650 unit would get my choice.

Still, it is most likely regular noise. I mean, my case/CPU fans are idling at around 400 RPM, GPU fans don't spin at all, so PSU fan spinning at 900 RPM (with that said, why does Cybenetics database show much higher fans RPM?) will be loudest component of the system. Again, this is when system is pretty much on idle/web browsing
