I'd be surprised if a product throttled at stock speed out of the box. That would be cause for recalls. Again, see above the build suggestion, as the XFX GTX series in the suggestion is listed as High End on the GPU cooling tier list, and does fit within budget. 

It's a pretty bad psu, get a 400W Pure Power 10 or a CX450/550, as the 570 and 580 are some power hungry cards

They can ask the price and people are willing to pay it.

I have no experience about the Card, so can't say.

What I heard is that the Card doesn't have a good heatsink and the Pictures I've seen (with just one Heatpipe) isn't that great either.
