Slowest PC is no PC at all, ez pz lemon squeezy! Where's my prize?!

But in reality, getting a low end Celeron with as little anything else if probably your best shot at this. Underclock all the things too

Just get an HP Stream from 2017 and then get like a 1 GB RAM card and install Ubuntu 16.04 or whatever on it.
